Remit of Inquiry

This inquiry will consider key issues faced by older people from their own perspectives and those of expert witnesses, including discrimination lawyers and advocacy organisations. It will examine whether there is enough focus on the issues and effective policies to tackle them. It will look at how well older people’s rights are protected in equality law and whether there is an adequate framework to champion older people’s rights, including in the machinery of government.

The submission presents how older people can mistakenly be taken as digitally included, when they actually rely on relatives to access digital services. In several cases the following have been found in Dr Zitkus' research:

  • They have access to the internet, have a smartphone and have an email address which could be taken as ‘connected citizens’. However, they are not able to connect to WiFi, to use Apps rather than those for communication and they did not create their email account.
  • Without family around, they would be offline or unable to use most of the digital services.
  • The submission will also relate the exclusion to the prevalence of disability that older people can have.

Th submission focuses on the following questions from the Women and Equalities Committee call for evidence:

  • What steps are required to prevent older people from becoming digitally excluded?
  • What areas of digital exclusion in older people are of particular concern?
