Each union shall provide a named substitute to be available by prior arrangement, if required. In acknowledgment of the importance of ensuring that any substitute is fully briefed on the history, background and present status of any issues to be discussed, the substitutes shall receive all the agenda papers and minutes for information.

Secretary - A member of the HR department shall provide secretarial services to the Committee. The secretary shall convene the meetings and produce accurate and timely agendas and minutes. The unions shall, between them, elect a joint secretary who will act as the conduit for bringing forward union agenda items and who will liaise with the JNCC secretary in advance of the preparation of the agenda. Guests - The Committee shall be empowered to invite to attend its meetings from time to time such persons as it considers would assist in the execution of its functions. With the consent of the Chair and of all sides of the Committee, which shall not be unreasonably withheld, advisers who are not members may attend and participate in meetings.
